Summary :

Acts in a primary or backup capacity for the following activities including performing the callback control on all identified electronic payments, and provides insights and recommendations to enhance the wire transfer system and processes.

Establishes, negotiates, and maintains all documents to support banking needs and regulatory requirements. Supports the operation of the enterprise's banking environment and is responsible for maintaining the legal control framework supporting all parent and subsidiary banking arrangements.

Responsible for understanding government banking regulations and ensuring all required regulatory reports for banking information and transactions are filed timely and with the appropriate agency. Incumbent assists the Treasurer setting strategies for the use of Treasury data to report on trends and concepts.

PRINCIPAL ACCOUNTABILITIES:

  • Authenticate all required electronic payments transfer requests by using a callback procedure to verify the identity and validate bank account information.
  • Establish and follow strong callback controls.
  • Monitor new electronic payment fraud trends and mitigation tools and make recommendations for implementation.
  • Establish and follow escalation protocols for any suspicious electronic payment activity including engaging leadership and the SIU.
  • Be the Treasury lead for the recovery process for fraudulent activity.
  • Coordinate with the enterprise fraud unit to ongoing wire transfer training for business partners
  • Participate in the Enterprise Anti-Fraud Committee.
  • Perform day-to-day activities related to establishing and maintaining bank accounts and related services required to support daily cash management, disbursements (electronic and check payments), collections (electronic, check, and physical cash), custodial account needs, and other relationships (FHLB).
  • Coordinate and participate in the negotiation of all bank contracts and letters of credits.
  • Prepare all documentation required for bank account openings, closing, and modifications as well as developing and maintain the bank gold copy.  Work with banks and business units to maintain accurate signatory authority on corporate bank accounts, custody banking needs, Field accounts, and Real Estate accounts.
  • Perform regulatory and risk reviews and provide reports on a timely and accurate basis. Be the MAR coordinator for Treasury, ensuring testing is completed, reviewed and necessary signoffs are provided.
  • Complete all required regulatory filings as needed (FBAR, PCI, FATCA, etc). Perform other related duties as required research, recommend, and communicate changes to banking and regulatory guidelines.
  • Coordinate routine strategic planning meetings with key banking partners.
  • Perform bank fees analysis and work with external parties to resolve fee discrepancies. Perform analysis required to support negotiation of fees associated with bank infrastructure and services.
  • Collaborate with other team members to build out and operationalize Treasury data analytics as related to pricing and payment activity.
  • Develop and maintain repository of treasury service contracts
  • Support audit activities related to banks accounts and regulatory filings.
  • Support Treasury initiatives

REQUIREMENTS:

  • Knowledge of banking and overall treasury management principles, fundamentals, and techniques
  • In-depth knowledge of investigations and investment technologies
  • Multi-faceted investigative, research and analytical experience with a national company or agency preferred
  • Undergraduate degree in business, accounting, finance or related field or an equivalent combination of education and directly related work experience.
  • Four or more years of Treasury and contract review experience
  • Experience performing bank account and relationship management, bank fee analysis, bank administration, and budgeting activities
  • Strong computer skills with experience using MS Excel and MS PowerPoint
  • Strong analytical and communication skills
  • Certified Treasury Professional (CTP) preferred.
  • Ability to prioritize work and handle multiple tasks simultaneously, work under pressure and meet tight deadlines.
  • High degree of personal initiative and motivation.
